Keep the claim and its evidence in separate states

Link the request to the claimant and the affected claim so the next follow-up can release the right work.

If your evidence is a supplier invoice PDF, ParseMill can turn its invoice details and line items into a reviewable Excel workbook. Compare the source and correct the result before export. Receipt photos, missing-document requests and transaction matching belong in your existing receipt and accounting tools.

The organization's expense policy and authorized reviewer determine approval and payment conditions. This article proposes a register that makes those decisions visible. It does not supply universal reimbursement rules or authorize payment when evidence is missing.

Connect the claim to the person who can respond

Use fields for claim ID, employee reference, claimed item, amount and currency, evidence expected, evidence received, reviewer state and payment-handoff condition. Assign the receipt request to the person responsible for obtaining it, with an escalation owner if that person cannot respond. Avoid sending the whole company expense list to every claimant.

Intuit: Transaction attachments describes attaching files to supported transactions. Intuit: Transaction requests describes requests for explanations and receipts. Those features can support evidence collection, but the claim register should retain the separate authorization decision. An attached file and an approved claim are different facts.

Follow a fictional claim through review

The example below concerns one submitted claim with two line items. The evidence states differ, so a single claim-level complete flag would be misleading.

Claim itemEvidence stateReviewer state
C18-1, travel purchaseReceipt received and readableReview pending
C18-2, supplies purchaseReceipt requested from employeeEvidence gap unresolved
Claim C18 overallPartial evidence setPayment condition requires authorized decision

The reviewer decides whether any part can proceed under the actual policy. Record that decision by item or claim as appropriate, including what remains open. Intake staff should not infer that one accepted receipt authorizes the entire claim or that a payment entry resolves the evidence gap.

Prepare an accurate payment handoff

The handoff should identify approved items, pending items and the source of the authorization. Include any evidence exception and its owner without presenting a missing receipt as received. If the organization's process permits an exception, retain the decision and its scope so future staff can understand why the claim progressed.

  • Match each receipt to the correct claim item.
  • Keep submission, evidence, review and payment states distinct.
  • Record the authorized decision rather than inferring it.
  • Preserve unresolved evidence after a partial handoff.
  • Notify the reviewer when late evidence changes the record.

If a receipt belongs to a different employee or claim, record the mismatch and correct routing through the approved process. Do not move it casually between broadly shared folders. If the employee says the receipt is unavailable, route that explanation for review instead of repeatedly asking for the same file.

Reconcile open claims with open evidence

At a regular review point, compare submitted claims against unresolved evidence queries. Every open gap should have an owner and a next action, even if the claim has moved to another stage. Investigate claims marked complete where the evidence decision cannot be located.

Use the related workflow guide for the broader receipt workflow and the workflow audit checklist to assess handoff gaps. A useful test case includes a claim with one accepted item and one unresolved item, because it reveals whether the process can preserve partial progress accurately.
