Keep the waiver as a decision record

Preserve the decision and its scope so another staff member can understand the gap without chasing the client again.

If supplier invoice PDFs need to become a business-expense workbook, test that step in ParseMill. It extracts invoice fields and line items for your review and Excel export. For tax forms, package completeness and preparer handoffs, bring one recurring bottleneck to a scoped workflow review.

The practitioner may decide that a requirement was included in error, that an approved alternative is sufficient or that the engagement's scope has changed. Those are different reasons and should remain distinguishable. This article proposes an administrative record, not a rule for determining whether any particular tax evidence can be omitted.

Separate the client's explanation from the firm's decision

Capture the client's statement as received, with its source reference. Then create a separate decision field for the reviewer. A client saying I do not have it is useful information, but it is not itself authorization to remove the requirement. Keep the next-action owner visible while the decision is pending.

TaxDome: Request list describes request progress states. Microsoft: Data validation describes restricting worksheet values. If using either kind of system, define a distinct waived-by-review state or equivalent decision note instead of forcing every resolved item into received. The proposed labels should preserve why the item stopped being chased.

Use a waiver record that can be reconstructed

This synthetic record shows an expectation removed after practitioner review. It deliberately preserves the missing-evidence fact and the scope of the decision.

FieldExample
RequirementR63, supporting schedule for package P8
Client statementNot available; message M29
DecisionRequirement replaced by specified alternative
AuthorityResponsible practitioner, decision D16
ScopePackage P8 only; future periods unchanged
Linked follow-upObtain and review alternative artifact

The original collection task may stop, but the alternative-evidence task remains open until its own conditions are met. If the reviewer instead declines the waiver, retain the requirement and explain the next action. A decision record should support either outcome without rewriting history.

Control the effect on reminders and future cycles

After approval, update the active reminder state and package manifest. Check whether the recurring checklist template also needs changing. A one-period waiver should not silently remove an item from every future engagement, while a confirmed permanent scope change may require a separate template decision.

  • Record the exact requirement and period.
  • Preserve the client's explanation separately.
  • Name the authorized reviewer and decision date.
  • State whether an alternative task remains open.
  • Limit the waiver to its approved scope.

If someone cannot identify who authorized the change, treat the decision as unresolved and ask the responsible practitioner. Do not reconstruct an approval from an empty cell or a missing row. Likewise, a closed reminder is evidence of messaging state, not proof of a professional waiver.

Review waivers at handoff

Include waived or replaced requirements in the handoff exception list with concise reasons and links to decisions. The preparer should be able to distinguish evidence received from requirements deliberately changed. This prevents another staff member from repeating a resolved request or assuming a missing item was overlooked.

Use the related workflow guide for the intake process and the workflow audit checklist to examine how exceptions are decided. A small sample of waiver records can reveal whether the team has a clear decision path or relies on undocumented conversations that disappear during handover.
