Where the extra work starts

Give the right person a clear acceptance check so downstream staff can trust the status they see.

For invoice preparation, ParseMill combines PDF extraction, source review and Excel export in one workspace. Test whether the downloaded workbook gives the receiving colleague what they need. The plan has one account owner; shared team seats and automatic posting to accounting systems are not included.

A completion-authority matrix should reflect the firm's existing authority, not create new professional authority. Administrative completion must not be mistaken for approval of accounting treatment or another specialist decision.

A practical way to get it right

Choose one task and write its completion condition in observable terms. Identify the evidence required and the role allowed to accept it. Record the handler who gathers and organizes evidence separately from the reviewer who decides whether the condition has been met.

Map the roles to named people for the current case, including an authorized cover route. Explain what each person can update before completion. A submitter can record that a file arrived without setting the acceptance state. A handler can record a check without implying an approval outside their role.

Review how the software's completion control behaves. If several people can technically close the same task, use a clear operating rule and evidence requirement. Where the system cannot enforce the distinction, inspect completed records during the trial rather than assuming permissions provide a control they do not.

Microsoft: Assign people to Planner tasks explains that any assignee can complete a multi-assignee task for everyone. Agree completion authority explicitly instead of assuming multiple names create separate approvals.

What this looks like on a real task

Synthetic example. The people, references and figures below are invented to demonstrate the method.

RoleSynthetic personPermitted action
SubmitterClient contactSupply U91; describe its purpose
HandlerRaeRecord receipt and coverage observations
ReviewerJoAccept or return the administrative package
Completion recorderRae after D91Close task with Jo’s decision reference

Rae records completion only after the required decision D91 exists. The table separates recording a decision from making it. Copy the roles and permitted-action columns, then ask the engagement lead to confirm the authority and cover arrangement. If the same person holds two roles, record both explicitly rather than assuming the distinction no longer matters.

Catch the cases that create rework

If the reviewer is unavailable, keep the task pending and use the approved escalation route. Silence is not acceptance. If a task was closed prematurely, reopen it with the missing decision identified and inspect any downstream action that relied on the closure.

Avoid using a checklist tick as a substitute for evidence. A reviewer should be able to see what was checked and which source version the decision concerned.

Microsoft: Set and update task progress lists basic progress states. Keep the required review decision in the task evidence when those states alone cannot express your acceptance boundary.

Decide whether the change is worth keeping

Sample completed tasks for an authorized decision, a source reference and a completion recorder. Ask a covering colleague whether the matrix tells them what they may do and where they must stop. The outcome is a reliable boundary between receipt, review and closure, allowing the queue to report completed work without overstating what has been approved.

The workflow audit checklist can help record the observed friction before considering a change.
